It consists of The Administrator, O5 Council, Site Directorate and Directorate/Management-level personnel in other departments.

The Internal Security Department (ISD), is responsible Safeguarding Foundation facilities from internal threats, the Internal Security Department is involved in surveillance, personnel screening, investigation of security breaches, and ensuring the integrity of internal security protocols.

The Intelligence Agency (IA), specializes in gathering and analyzing information pertaining to anomalous entities, and threats that originate outside of the Foundation. Their duties extend to intelligence gathering, threat analysis, and collaboration with external intelligence organizations to stay ahead of potential risks.

The Rapid Response Team (RRT), is comprised of highly trained operatives, forming the Foundation's swift deployment force. Tasked with rapidly containing anomalous incidents and addressing immediate threats that jeopardize containment integrity, while also having the crucial role of guarding The Administrator. They work closely with MTF Alpha-1 ("Red Right Hand") to ensure the enhanced security of the highest authority, The Administrator within the SCP Foundation. Their focus remains on quick and effective responses to emergent anomalies, fostering collaboration for the safety of both containment protocols and The Administrator.

The Mobile Task Force (MTF), are specialized units with distinct skill sets, Mobile Task Forces are deployed for specific SCP-related tasks. Their duties encompass responding to anomalous incidents, containing, researching, and retrieving SCP objects in the field.

The Security Department (SD), is focused on ensuring the physical security of Foundation sites, the Security Department's duties include guarding key areas, responding to security breaches, and maintaining an overall secure environment for containment and research.

The Engineering and Technical Service Department (E&T), manages the technical aspects of containment and facility maintenance, the Engineering and Technical Service Department is responsible for the maintenance of containment systems, developing technical solutions, and providing essential engineering support to other departments.

Class D Personnel (CD), often drawn from the ranks of inmates, serve as subjects for testing and in containment procedures involving high-risk situations. Their duties include participating in experiments and tasks deemed too hazardous for regular Foundation staff, often at great personal risk.

The Global Occult Coalition (GOC), is an international organization of NATO that consists of dealing with anomalous threats on a global scale, the Global Occult Coalition collaborates with various entities, including the SCP Foundation, to contain and neutralize anomalous phenomena that pose worldwide threats.

The Chaos Insurgency (CI), represents a splinter cell group with a rogue agenda, opposing the SCP Foundation. Their duties involve undermining Foundation operations, acquiring anomalous objects for their purposes, and sowing chaos to further their clandestine goals.
