HOSTILE ORGANIZATIONS

The Chaos Insurgency is the primary enemy of the Foundation. They constantly attempt to infiltrate facilities, release classified information, kill Foundation personnel, rescue Class-D subjects, and steal documents to expose the Foundation's existence to the public by any means necessary.
